Out of a total population of 7 700, Toflea is one of the four municipalities making up the commune of Brăhăşeşti in Romania. The vast majority of the population is of Roma origin with a better socio-economic situation than in other communities in Romania. Priorities in the municipality concern mainly access to sewage, running water and road repair. The main strength of the municipality resides in the educational level of its young generation, with a rate of secondary and upper secondary education among Roma comparable to the levels attained by their non-Roma peers. Indeed, with a rather rural background and far from the most dynamic economic centres in Romania, the authorities in Toflea chose to stimulate the human resources available among Roma and work on incentives for keeping them in the municipality. The objectives are to reach a 100% school attendance rate and a graduate employability rate of 70%. Moreover, the young Roma graduating from universities represent a model for generations to come.
