Babadag is a small town situated in the South part of Tulcea County, with 4 big neighborhoods – Bendea, Veterani, Bim, Gara. 50% of the population is considered at poverty risk.
The Roma population is officially 1219. Unofficially, it is considered that approximately 2 900 Roma live in Babadag.
There are 2 large Roma communities, one is Orthodox and one Muslim. Both communities are faced with a high unemployment and an important school dropout, among other issues related to access to basic services. In the last five years, more than 800 persons from Babadag left Romania for Sweden.
ROMACT started in November 2018 with the signature of the Letter of agreement.
The Joint Action Plan for Roma Inclusion was adopted by the Local Council in January 2019.
In March 2019, the Taskforce for Roma Inclusion was created.

* Accessing Structural and Cohesion Funds
The following measures to solve problems in Roma community were taken:
* Counseling and support activities for preschool and school enrolment of children
* School after school program for 110 students
