Targovishte Municipality is located in northeastern Bulgaria, in the eastern part of the Danube plain. It is the administrative center of the district of the same name. 
 
30% of the population is at risk of poverty. 

Roma mainly belongs to two groups, the Horahane and the Dasikane Roma and are located mainly in Targovishte, Vardun, Golyamo novo , Lilyak , Ostrets , Buynovo , Buhovtsi villages.

 

The ROMACT Process

ROMACT Process started in April 2021 with the signature of the Letter of Agreement.

The Taskforce for Roma inclusion was created following Mayor's approval in December 2021. 

The Municipal Action Plan for Roma inclusion was adopted by the Local Council in February 2022.

Trainings
ROMACT experts provided the following training and coaching sessions since the start of implementing the programme:

For the local authorities:
Analysing the municipal plans for Roma integration
Partnership management for the implementation of municipal policies for social inclusion
Coaching to increase the skills of the LA representatives to structure the Municipal Plan for Inclusion, Equality and Participation of Roma 2021 - 2023

For Community Action Groups:
* Preparing official letters to submit proposals and community priorities for the local municipal budget
Participation in the municipal budget process
* Training on "Institutions and services at the local and regional level - who is responsible for what"
* Training on the topic "Anti-discrimination"
* Incorporation of the identified CAG priority needs and measures in municipal plan 2021 – 2027

For law enforcement officials:
*Working within the Roma community & right approaches
