Targovishte Municipality is located in northeastern Bulgaria, in the eastern part of the Danube plain. It is the administrative center of the district of the same name. 
 
30% of the population is at risk of poverty. 

Roma mainly belongs to two groups, the Horahane and the Dasikane Roma and are located mainly in Targovishte, Vardun, Golyamo novo , Lilyak , Ostrets , Buynovo , Buhovtsi villages.

 

The ROMACT Process

ROMACT Process started in April 2021 with the signature of the Letter of Agreement.

The Taskforce for Roma inclusion was created following Mayor's approval in December 2021. 

The Municipal Action Plan for Roma inclusion was adopted by the Local Council in February 2022.

Trainings provided by ROMACT experts :

Local Authorities (LA):
Consultation on the preparation of the Municipal Action Plan on Roma Integration;
Partnership management for the implementation of municipal policies for social inclusion;
Coaching to increase the skills of the LA representatives to structure the Municipal Plan for Inclusion, Equality and Participation of Roma 2021 - 2023;
Working within the Roma community & right approaches (law enforcment);
Incorporation of the priority needs and measures identified by CAG in MDP 2021 – 2027;
Analysing the municipal plans for Roma integration.

Community Action Groups (CAG):
* Preparing official letters to submit proposals and community priorities for the local municipal budget;
Participation in the municipal budget process;
* Training on "Institutions and services at the local and regional level - "who is responsible for what";
* Training on the topic "Anti-discrimination";
NGO registration;
* Incorporation of the identified CAG priority needs and measures in municipal plan 2021 – 2027;
Achieving the Community Action Group sustainability through establishing and developing a civil society organisation.

LA and CAG : 
Increasing the sensitivity to hate speech and prejudice against the Roma in the planning and implementation of inclusive policies;
Development and implementation of partnerships for prevention and intervention of drugs use in Roma communities .

Taskforce :
Reinforcing the local partnerships for more effective practical implementation of children's rights and the protection of children at risk.
