Over the years, the European Union and international organisations such as the Council of Europe and the World Bank have taken numerous initiatives to improve the situation of the Roma, the biggest ethnic minority in Europe. Still, the Roma population largely remains socially excluded.

 
 

Social housing in Bulgaria - Case studies and report

Study and analysis of legislation and existing studies in the field of social assistance and social services, and recommendations for legislative changes with a view to improving access to housing as a social service in Bulgaria and beyond.

This report is the result of a study conducted within the framework of the European Commission and Council of Europe ROMACT Programme. The study was conducted through desk research and analysis of the legal framework between March and August 2024.

Examples of good practice in Romania

The main purpose of this study is to document examples of good practice identified within the ROMACT Programme, in order to illustrate how local public authorities have benefited from support in their efforts to improve the living conditions of Roma communities.

Coordination with the Special Managing Authority for the Operational Programme “Western Greece”

As the European Union and Council of Europe Joint Programme ROMACT extended its implementation to include Greece in 2023, a meeting with the Special Managing Authority for the Operational Programme “Western Greece” took place in Patras on 7 April 2025.

Call for tenders for ROMACT National Coordinators in Bulgaria, Greece and Romania – Deadline – 6 January 2025

Within the framework of the Joint European Commission and Council of Europe ROMACT Programme, the Council of Europe is launching a call for tenders to engage up to nine (9) providers in Bulgaria, Greece, and Romania to serve as National Coordinators.

The aim is to establish a national support team comprising three (3) National Coordinators in each country (provided sufficient tenders meet the criteria outlined in the Tender File). The coordinators will be supporting the implementation of the project, focusing on Roma inclusion and capacity building at the local, regional, and national levels.

The deadline for submitting tenders is 6 January 2025 at 16:00 (CET).
