Human Rights Handbook for Local and Regional Authorities Vol.1

This handbook is the outcome of a collective discussion in the Expert Group on Human Rights at the Local Level, chaired by Congress Spokesperson Harald Bergmann. The handbook explains what a human rights approach to government should look like: knowing your obligations as a public authority but also tackling issues and problems from a human rights perspective. It focuses on three groups: refugees, asylum seekers, migrants and IDPs; Roma and Travellers; and LGBTI people.

The Council of Europe and the European Union Joint Programme ROMACT is looking for a maximum of 20 providers per lot in each country for the provision of consultancy services in Bulgaria, Greece and Romania, with expertise in:

Calls for tenders for the provision of event management services in Bulgaria and Greece – Deadline: 13 October 2024

These calls for tenders are launched within the Council of Europe and the European Union Joint Programme ROMACT and concern the provision of accommodation, meeting room/conference packages, catering, reimbursement of travel costs of event participants, logistical and technical organisation of ROMACT events in Bulgaria and Greece (as two separate calls).

Call for proposals - Grants for ROMACT "Support Organisations" in Bulgaria and Romania - Deadline - 20 September 2024

This call for proposals is launched under the joint project of the Council of Europe and the European Commission ROMACT. The objective is to co-fund national projects that assist National Support Teams in implementing the ROMACT methodology in Bulgaria and Romania with an aim to build local capacity for the integration of Roma communities.

The deadline for applications is 20 September 2024 (23:59 CET).

On 23 May 2024, the conference on “Children in situations of vulnerability: evaluations, challenges and proposed solutions” will take place in Piatra Neamț, Romania, organised by the Roma and Travellers Division of the Council of Europe and the Joint Programme of the European Union and Council of Europe - ROMACT “Building capacity for Roma Inclusion at Local Level”.
