Zavet Municipality is located in Northeastern Bulgaria and is one of the constituent municipalities of Razgrad District. The municipality has 7 settlements - the town of Zavet and the villages of Ivan Shishmanovo, Prelez, Ostrovo, Brestovene, Sushevo and Veselets. The total population of the municipality is 10.586. The ethnicity of the inhabitants is as follows: Bulgarians 1.458 (13,77%), Turks 6.423 (60,67%), Roma 563 (5,32%).
 
The Roma in the municipality live mainly in Zavet town - 271 people, Brestovene village - 158 people and Ostrovo village - 111 people. More than 1/3 of the population in the municipality is under risk of poverty. There are many unemployed persons who are not registered with the Labor bureau and subsequently have no access to social welfare. About 10 % of the Roma are permanently employed; the larger part of the Roma are engaged in the grey economy or generate income through working abroad. The immigration is seen as an important problem. In the past years about 400 Roma have left the municipality.
 

The ROMACT Process

Zavet municipality joined the ROMACT program in September 2017 with the Letter of Agreement.

A Community Action Group (CAG) and a Taskforce for Roma Inclusion were created in December 2017. In May 2018, the Municipality Action Plan for Roma Inclusion (updated version) was adopted by the Local Council. 

During the whole programme implementation, Local Authorities received regular information about the available funding opportunities.

The Municipality benefited of ROMACT expertise for the following project :

* New opportunities and new horizons for vulnerable citizens of Zavet municipality   - OPHRD- OPSESG.

* Patronage care in Zavet and Tsar Kaloyan for the improvement of life quality- OPHRD.
Budget: 85 420 €
Status : approved

Trainings provided by ROMACT experts :

Addressing drug delivery and use in the Roma neighbourhoods;
Consultation with the Roma community from Brestovene village on local issues.

Local Authorities (LA):
Preparing request to OP to change schedules of projects.
