This report prepared by ROMACT experts analyses the legal provisions on social clauses and social impact of public procurement adopted at European and national level. It provides examples of best practices from different EU countries and from the jurisprudence of the Court of Justice of the European Union and sets the path of possible changes in the practices and the legislation in the field in Romania.
The report sets to demonstrate the need to link procurement legislation and public policies with regulations on social economy, social inclusion, antidiscrimination and promotion of equal opportunities. Overall, it aims to increase the social efficiency and social impact of the procurement of goods, services and works by the contracting authorities in Romania.
