ROMACT review of available EU funding for 2021-2027

In 2019, Romania started negotiations with the European Commission, which included general aspects regarding the programming process of cohesion funds, the timing of the programming process and the actions taken, the stage of fulfilling the favorable sectoral conditions, identifying the strategic vision and investment needs by sectors, the need for technical assistance for these sectors, the architecture of operational programs, cooperation mechanisms, investment objectives, administrative capacity.

Following negotiations that started in 2019 with the European Commission, Romania will have a budget of reimbursable and non-reimbursable external funds estimated at €79.9 billion, out of which €30.4 billion are dedicated to the financial instrument Recovery and Resilience Facility  (loans and grants) to mitigate the economic and social impact of the coronavirus pandemic.

A budget of € 28.2 billion has been agreed for cohesion policy, which includes funds allocated through the REACT-EU instrument, regional development and human resources development, while €19.16 billion are allocated for agricultural and fisheries policy.

ROMACT team reviewed the objectives and indicative allocation set in the Partnership Agreement for 2021-2027 for each Operational Programme and compiled the information for the use of local authorities staff and relevant stakeholders.
