These Guidelines for Permanent Address Registration and Issuance of an Identity Document aim to provide practical tools for the municipalities participating in the ROMACT program to overcome the problem of difficulties with address registration and lack of IDs of persons who cannot submit ownership documents for the dwellings they live in and in which they wish to register at a permanent address. Most of these persons are of Roma origin, as they live in dwellings for which they are not able to submit documents due to the fact that they were built without construction documents and/or outside the regulatory boundaries of the settlements.
The Guidelines provide information to both municipal administrations and affected persons on the available legal tools for registration at a permanent address and provision of an identity document. They will provide an opportunity for municipal administrations to overcome the problem and assist individuals to make address registration and obtain identity documents.
